DOWNTOWN PARKING GUIDE
There are currently 4 City parking garages, 5 City lots and 949 meters in downtown Billings, with a total of 3,310 parking spots (prior to diagonal parking installation). The City has completed the diagonal parking expansion plan, has paved the former Arcade Bar lot for free parking and has plans for an addition to the Park 2 garage, all of which has or will contribute a large number of additional spaces for downtown business owners, employees and patrons to utilize.

ON-STREET PARKING:
On the City streets, there is both metered parking and posted parking. Metered parking times range from 2 hours to 10 hours. Some of the metered parking time limits are designated by colored domes on top of the meters. For example, green-domed meters signify that
1/2 of the proceeds of this meter will be given to Downtown
Billings to be used for various downtown beautification projects, including flower baskets and street decorations. Also, meters may be mounted on colored posts to signify special parking. For example, yellow-posted meters indicate that from 6:00am-11:00am, this meter is to be used only for specially permitted loading and unloading. The posed signs around downtown range from “no parking” to “2-hour free parking.” These posted areas are still enforced by chalking of your vehicle tires, instead of looking for an expired meter.
METERS:
Most parking meters cost $.35/hour. However, the 10-hour meters are
less hour, but the green meters are $.70/hour and the proceeds of the green meters are shared with
Downtown Billings as noted above. Another idea for the downtown employee is to purchase a monthly permit to park at the 10-hour meters. These permits sell at the
Downtown Info Hub office (2815 2nd Ave. N.) for $10.00/month and allow the permit holder to park all day at any of the 10-hour meters.
Plus, merchants may purchase parking tokens from Downtown
Billings and give them away to clients and shoppers. Next
time you are downtown shopping, ask if they give free tokens!
VIOLATIONS:
There is an escalating fine system in place for meter violations. The first expired meter violation is issued as a courtesy violation, says $0.00, and does not need to be returned. But, for additional violations incurred within
90 days of the first, the amount escalates. For example, the first ticket you receive within a 30-day period will be a $0.00 ticket. The second ticket in
90 days will be $5.00, the third will be $10.00, the fourth is $20.00 and the violations remain at $20.00 until the
90-day period is over. At that time, the process begins again, starting over with the courtesy ticket.
OFF-STREET PARKING
GARAGES:
Park 1 Billings’ first parking garage, was
built in 1977. Park 1 is located at 2912 Third Avenue North and
is open to the public 24-hours per day – the office is open
Monday through Friday, from 10:30am-6:30pm. It has 5 levels with
a total of 461 parking spaces. The ground floor contains several
businesses. Park 1 also has a skybridge which connects the
garage to the Hart Albin building. There is free parking in Park
1 from 6:30pm – 10:30am and on weekends.
Park 2 is located at 2651 First Avenue
North, and was completed in 1978. It contains 6 levels of
parking, comprising over 900 parking spaces thanks to an
expansion completed in 2007. There are two skybridges
connecting the garage to the Crowne Plaza Hotel and the Grand
Building. Park 2 is open to patrons 24-hours per day – the
office is open from 7:15am – 11:00pm, Monday through Saturday.
Parking is not free in Park II
Park 3 is located adjacent to City Hall at 210 North 27th Street and is open to the public 24-hours per day – the office is open Monday through Friday from 10:30am – 6:30pm. It is a 6-level structure, containing 273 parking spaces. Of the six levels, one is underground and has restricted access; the other five are for public use. Construction was completed in 1991. This garage also has two skybridges, connecting it with the
Valley Building and the Yellowstone County Courthouse. In park
3, you may park free from 6:30pm – 10:30am and on weekends.
Park 4 is located at 515 North 31st Street. It has five levels, including one level of underground reserved parking. The garage was completed in 1985 and has a total of 772 parking spaces. The garage and office are open only Monday through Friday from 5:30am – 9:30pm. After 9:30pm, parkers are unable to remove their vehicles from the garage.
