SOLUTIONS
Panhandling is a
challenging issue faced by cities of all sizes and Billings is no
exception. People who panhandle may need help, but the experience
of numerous social services agencies indicates that money given to
individuals on the street often supports destructive habits,
including alcohol and drug addiction. While some panhandlers go
about their business in a passive manner, others are much more
aggressive, making loud, sometimes repeated demands, or persistently
following the pedestrian down the street after a request has been
denied.
Additionally,
some choose to solicit in places that are particularly intimidating
such as near ATM machines, public parking structures, outdoor cafes,
and on public transportation. Unfortunately, panhandling is often
used as a tool of deception and is fraudulent.
In the Fall of 2005, the
Downtown Billings Office and the Billings Police Department
facilitated meetings with broad representation to discuss the issue
and examine the law on the books for the City of Billings. A
subcommittee was formed. The action decided upon by the committee
was to amend the current ordinance. Lisa Harmon, then director of
the Business Improvement District, researched other cities and
strategies used to deter panhandling while protecting individual
freedom of speech and, together with stakeholder input, drafted an
amendment to the current ordinance.
In the Spring of 2007,
City Council members unanimously approved an amendment to the
panhandling ordinance in an effort to protect the well-being of its
citizens, tourists, visitors, and provide substantive services to
those in need.

in lives of our neighbors. Don't give your spare change to panhandlers
and you will be making a real change in our community.
